The association for the welfare of intellectual handicapped (AWIH)'s program is rights based. They are designed to specifically champion for the rights of the intellectual handicapped in Nepal. Persons with intellectual handicapped are less visible in the developing countries like Nepal and therefore, they are in the least priority in the national agenda due to various reasons. It is estimated that they are near about 10% person with intellectual handicapped of total population in Nepal whose rights are denied and neglected persons with intellectual handicapped are most vulnerable to exclusion and discrimination in the families, communities and in the mainstream of development activities. The effect of exclusion in their life is very negative. A person with intellectual handicapped has less or no opportunity in access to education, health rehabilitation, and employment and socialization process. Hence, persons with intellectual handicapped are one of the most disadvantaged groups in Nepal.

Major factors that contribute to the exclusion of persons with intellectual handicapped are: lack of awareness, information, knowledge and skills among members of families, communities and among the government and non-government organizations. Therefore to create awareness in the different level of stakeholders and change misconception, negative attitude and practices, to effectively came out advocacy for the inclusion of intellectual handicapped issues in the mainstream of developing activities by all stakeholders to develop and enchain information, knowledge and skills of organized sectors and to increase the opportunities in the all sectors.

AWIH is therefore, strategically established to address for awareness, advocacy rehabilitation, information and skills develop in Nepal.
